📜✨🪶 History Highlight 📜✨🪶The passage of the Economic Opportunity Act of 1964 initiated the “War on Poverty” and led to the formation of Community Action Agencies in Iowa and across the United States. Soon after the federal government adopted a policy to eliminate poverty, groups of concerned individuals in this area began meeting to determine how best to address it. They established goals and priorities and sought funding from the Office of Economic Opportunity (OEO).Early on, these people recognized that our “rural” counties did not have large enough populations to establish their own Community Action Agencies. Therefore, the counties joined together. Initially, the Lee and Henry County groups joined forces and began their quest to form a private nonprofit corporation to help low-income and otherwise disadvantaged individuals. Soon, they were joined by Des Moines and Washington Counties. Corporate status was granted in November of 1965, and Southeast Iowa Community Action (now Community Action of Southeast Iowa) applied for funding through OEO. Funds were granted in early 1966, and Violet Lundquist was named the agency’s first Executive Director. On July 1, 1966, Lundquist and a secretary opened the first Community Action office in Burlington in what was once the Old Territorial Jail at 601 North Main Street. The Musical Chairs of PovertyPoverty is primarily the result of a failure at the structural level. This process can be likened to a game of musical chairs in which there are many more players than there are chairs available. Individuals likely to lose out at this game will have characteristics that put them at a disadvantage in terms of competing in the labor market. These include having less education, and being nonwhite and female. Henry County Inter-Agency and CPPC had their last meeting on Thursday and celebrated Arin Jones.Arin has been a consistent face in southeast Iowa since 2012 promoting safe childhoods for children and working for the prevention of child abuse. She has been passionate about her work with Quad-County Community Partnerships for Protecting Children - CPPC and routinely gone above and beyond. She has surely lived up to her title of coordinating community partnerships. With this position no longer being funded she, and her counterparts across Iowa, all finish their positions at the end of June. While some work continues on with the partnerships and initiatives Arin implemented, she will be greatly missed in our professional world!
